They want to do them, its just not feasible with the current frostbite generation. Everything they built for that engine is completely custom in house tech, its very complicated and cant just be compiled and thrown out the door in a big DL for people to start modding things with, almost everything they run on that engine is custom made. Frostbite version 2.5 (BF3 engine) MAY be able to support user end mod tools however that is unconfirmed at this time.

What was the lie? They never promised mod tools to anyone, if theres anyone you should be angry at its Treyarch, but thats a different story.

Kalms (DICE dev) made a very elaborate and informative post on the EA forums about why mod tools aren't available for this game. DICE doesn't hold a grudge against modders, it's just the general setup of the game and engine itself that makes it infeasible to release mod tools this time around. Google the post if you want to read it.

The game has been released for some time now and prior to release, as well as articles after release, it was said there will not be mod tools. If you bought this game expecting mod tools, you are the one that messed up for not doing your research.

I hold DICE on the Vietnam music though as they said specifically that there would be and there is not. THAT needs a petition. Its a flat out huge overstatement and they even mentioned titles that would be included and are not.

It just isn't gonna happen, DICE did give us nice in-depth explanation as to why it was not possible and I'd go even further as to say not many of the current battlefield modders would want to implement the tiny world of BFBC2 into their mods so anyone who thinks they were cheated by not getting mod tools is going way out on a limb, now a simple map editor would be nice but your also forgetting the days of user created content are drawing to an end, it's all lost revenue as far as EA is concerned.

I think your time might be more constructively used trying to draw attention or create a petition to possibly get mod tools on the development slate now for BF3 but ultimately petitions on the internet have never historically caused anything other than animated television shows to be brought back on the air.
