Re: APC's underpowered?
I'd like to start off saying that a 25mm cannon isn't meant to kill with splash damage. The M3A3 Bradley needs to directly hit infantry with it's cannon to kill them. These aren't tank shells, they are large caliber bullets designed to take out soft targets (Trucks, APCs, jeeps, bunkers, etc.) they were not designed to take on main battle tanks and they certainly aren't made for mowing down infantry. That's what the smaller caliber .50 machine gun is for in the commander seat.
Now that this has been cleared up, I'd like to say this is a game and it's unrealistic, so there is massive splash damage and I can generally take down a soldier without body armor in 4-6 shots. That is equal to one "burst" from the Bradley. So I do not think it is underpowered, I think it's being used against the wrong targets and it's actually doing a darn fine job at not doing it's job.
To sum this all up shortly: they are overpowered since you don't need to directly hit your target to kill them as you would in real life.
If you want to speak about the .50 being underpowered I would have to say it's a pea shooter and a sad joke when compared to the real thing.
