In was in OC when Captain Jack got his. The announcer said "Excellent!" and then everyone noticed the text in the bottom left.

The golden wrench is the same as the normal wrench. The only difference is the appearence, the kill icon and the fact that if you kill someone with it they turn into a golden statue.
