Before R7, faster reload was better in tank to tank combat. But the devs specifically mention the faster reload spec in the balance changes for R7 and they that they bring into line with other vehicle specs.
With weapons, the M60 (also before R7) was the best LMG because of its big hits. Only 4 shots to kill someone. Again it was nerfed though.
