I have a gtx 260 ocx, and it never gets fully utilized (monitored by EVGA precision). Whatever settings I choose I always get the same frame rates, even when I set everything to low - the game just uses less of the GPU. Is this normal?
When I played the beta I'm sure I got better frame rates the the release version.

I think your CPU is bottlenecking your performance. The 260 is a very powerful card and is not being pushed very hard by the rest of your system with BC2 as this game seems to be very CPU heavy.
I ran into the same thing as you, but on a smaller scale. I have a e8400 and an aging 8800GTS 320 and my GPU usage was a miserable 30-40% on low settings and medium settings and I was getting very poor fps in the 30's. No matter what I did, my FPS sucked. I noticed my CPU was pegged out at 100% usage on both cores.
So, I overclocked my e8400 up to 3.75Ghz and now can run BC2 at 60FPS Medium 1650x1050 and my GPU usage is much better at 70+%. That is almost a 2x improvement in performance in FPS with much better quality all with just 750mhz of clock speed increase of the CPU.
I am just glad my trusty old 8800GTS is actually up to the task of this game and I can use it for one more game before replacing it.

I have the same card and processor. I'm trying to overclock to 3.6ghz but every time I try with different volts it would reboot after 10 mins of stress test with Prime95.
You mean to tell me the e8400 is bottlenecking a 4 year old 8800gts? I just bought a Radeon 4890 which is waaaay better than the 8800gts and that's bad news for me.
from what i gather, this game relies heavily on CPU (even more with audio being all software driven). this is how console ports like GTA4 worked. it nearly required a quadcore. basically, if raising of the resolution only drops few frames like BC2, then the game is bottlenecked elsewhere than GPU. perhaps they can optimize the game and engine more for PC to utilize the video card more.

I don't know about you all, but it's not using all of my quad either. It's maxing one core(4) but the others are at 40-60%.

In this one particular game it is. I am glad I figured this out before I plunked down the cash on a HD5850 like I was planning on as I would have been sorely disappointed.
