well you can only speak to your squad or if your the squad leader you can speak to commander but thats it, you never speak to the whole team using ingame voip.

Vent is much better quality and much more reliable than in-game VOIP, atleast from my experience. I've never seen a game with better quality than vent. Plus, you can have vent set to auto speak so you don't need to press the button ingame and you can also make it a private chat so you aren't talking to everyone on your team.

While I'm no expert I have heard TS is generally much easier on the server side of things. Also TS3 is coming out and is supposed to have a lot of improvements.
