I voted stun since that is what I would use in TDM or something like that. I however mostly play Demolition and S&D, and I find the smoke to be more useful.
i find stuns more useful because they slow the persons movement down so you can catch them, then it prevents them from spinning around and shooting at you to an extent, stuff like that
I have changed from using flash to stun, and I have to say it is a lot better then the flash.
The speed in which it is thrown, the slowness of the affected players and the general use for it is an "upgraded" version of the flash.
Stun out-does the flash.
Smoke grenades are likely limited to 1 because the smoke cloud is fairly big and there's performance issues if there's too much, to put it simple.
I don't have MW2 but in CoD4 I'd always use smoke... personally the most versatile special grenade. You can use it as a decoy, cover yourself when running over open areas (especially important since I use the pump shotty a lot), or just ruin the enemies sight so they're easy knife victims. I'd probably use it in MW2 as well.

Smokes not only allow me to cover plants, crosses, defuses, and other key areas, but they give me the ability to bait the enemy to a certain location by smoking an alternative route.

That's the tactics you don't see the average player using. I do it all the time. I especially like the smoke's constant noise for you to run without Ninja or defuse without people noticing. It's like having helicopter fly nearby.

Most people will just throw their stuns in bad places, but a well placed stun/flash can easily score a few kills or relieve pressure on a team mate.
I find stun to be very versatile, being that you can slow players down which in games where speed can be vital (Capture the Flag slowing down runners or people chasing your runner, any game with a bomb to slow someone down who is running to the bomb from a distance). And ofcourse stuns are simply brilliant for small room entries as long as you don't use them predictably, most people will be ready to spray while flashed/stunned so give it a few seconds and just before the stun/flash wears off (the time when they think oh well he's gone somewhere else) you hop round that corner and pulverize his face.
I also like the hit detection with Stun/Flash, since if you get no hit detection its a great sign telling you no one is in the room (in most cases), and ofcourse it will tell you if someone is in there, along with Scavenger you have infite stuns baby!
Oh and ofcourse who doesn't like getting a kill with their stun/flash (not on impact but from the detonation), I got a game winning kill cam with a stun and was suprised there was no challenge for it!
But anyway yea, Smoke is very versatile but that doesn't mean someone with some wit can't get the very most out of a stun/flash.

I understand where you're coming from, and I do see people using flashes effectively, but sadly the majority of pubbers just run around throwing their stuns at whatever moves.
To me, I can see somebody being skilled with flashes, or using them in an effective manner. I can't say the same for stuns - stuns are completely unbalanced and in my opinion should be taken out of the game (I felt the same in Cod4). They are thrown, and explode, faster than flashes, and slow down the enemy too much. Their design promotes childish gameplay (again, not saying everyone who uses them is adolescent, just that they are extremely unbalanced) and if they were tweaked to only moderately slow down the enemy then they might not be so ridiculous.

Disagreed. Stuns are perfectly balanced for pub play. Their effect is much shorter than flashes and the radius of effect is considerably smaller aswell.
For me the stuns are a bit too simplistic. I was expecting something similar to stingers in SWAT4.
