So you need 1943 to unlock the M1911 and the M1A1, but there is no official PC release date for BF1943...

No they are just saying they are from 1943. There are 2 ways to get them the LE or just unlock them normally.

Well I guess they are assuming the PC version will be out before BF BC2 release. You can always claim veterans status with the XBox 360 or PS3 version:

BFBC2 tweeted me that the 1943 weapons are available to everyone.

Yes, They are I believe they were just trying to appeal to people with 1943. As in
Hey, you can get these weapons in BFBC2 its familiar.
I am pretty happy they reskinned, and redesigned them. I also love that all the SMG's now have real iron sight.
