yeh you get to a point where it is literally instinctive, a quick warmup and bam you can blow people away with great speed and accuracy

in shooters like UT, Q3A, BF2, COD etc etc its vital because its useful for rifles as well

if you are used to your mouse and comfortable with it you can pick it up okay

But yeh, learning to shoot like this will get you a lot of hack accusations, and its really not that hard to get used to either.

Drag shooting is easy, just pull the mouse as quickly as you can at the direction of the enemy, and then as quickly as you can click the mouse button.

Drag shooting makes you deadly - but understanding that you don't have to do it every time makes you unstoppable, and that's something I myself had to get over.

The ability to make those snap shots is critical to being a good sniper, because it allows you to take out targets very quickly without exposing yourself for a long period of time, and before they can get shots off at you.
