So here is my idea and its not that old of an idea. Who here has ever played table top games like Warhammer 40k, you basically get a certain number of points to buy units, this keeps you from filling the table with an army of uber kill everything units by giving them a high point value. One reason for one attachment was probably to keep things balanced.
So based on this, imagine you start off with a set value for your payload/load out, like say 100 and you wanna attach a nade launcher, scope, and silencer and use certain perks. If the values are set up properly you could even equip two primarys, but be unable to attach and use other perks, but overkill could instead raise your max payload limit, but limit your perks.
