And this is my main problem with ranking and stats systems in games. Too many people treat playing a GAME as if it's work.
Yes, but these ranks do matter since it dictates what weapons and perks you have access to. I am not opposed to ranking or stats systems in games, but when they affect gameplay like in 2142 or CoD4, I dislike those.

How does it affect gameplay?? It's not like you get extra health or armor. The M16 and the Mp5 is more then competent to kill enemies. I never used unlocked weapons in 2142, yes the gadgets I have used but the 3rd tier weapon was were like Meh... In BF2 as well I never use an unlock. M16 and AK-101 over any other gun. Skill effects gameplay not rank or unlocks.

In COD4, the different perks and weapon unlocks do have a significant effect. Perks can "simulate" you having extra health/armour, or more speed, deadlier bullets, more ammo/nades, etc, and although every weapon can kill, some are quite a bit more effective than others. Again in COD4, the M16's 3-round burst isn't as accurate/reliable as one might need for either long-range accurate shooting, or close-range run 'n gun.
Having access to all perks/weapons won't take a bad player and make him great, nor will it take a great player and make him bad...but if a player is starting out at the beginning with only basic weapons, and his opponents all have everything available to them, then he is at a significant disadvantage.
We see this all the time when joining custom unranked servers that have mods which start you from the beginning. It's playable of course, but it is also frustrating for a bit until you can unlock some decent items.
Although it doesn't take that long to unlock everything again (probably around 25-30 hrs if you know what you're doing), it can be a chore when all you want to do is hop into a server and have a couple quick games. Nothing to kill yourself over, but it's not something easily ignored either.

Sorry for picking on one thing, but I think significant is a bit of a strong word in this context (bolded).
In all seriousness though, I didn't say it was insurmountable or unplayable. But if you're level 1, and everyone else on the server is using high-level weapons/perks, then I stand by what I said, that you are at a real, noticeable, significant disadvantage. Not just a tiny bit, not big enough that you're doomed, but enough that you will feel it, and will not do as well as if you could use the weapons/perks that you wanted.

Don't tell me stuff like 3x frag, bandolier, and double tap don't affect gameplay. Since you bring 2142 up, if you put two people of equal skill, but only one has grenades and sprint unlocks, which one will win most of the time?
For Perk 1, I tend to use bandolier, which however is not availabe until higher levels, but there are still other perks which can be used. In my opinion, Perk 1 doesn't really make much difference.
However, with an intense battle, there are going to be many other people dying and dropping weapons which you can either pick up and use, or pick up the ammo they have dropped. You could be running around with your level 1 Weapons and Perks, and then come across a P90 with an ACOG Scope..
Perk 2, I tend to use Stopping Power, which is availabe as default.
Perk 3, I have either Deep Impact or Extreme Conditioning set to all my classes.
The boring-ness of my classes is caused by Promod, because I tend to not play much Public, and I stick to Promod, but when I do like to have similar weapons.
Also, using these Perks I get along fine.

So although it may give you more options for your classes, and other unecessary perks and weapons, I don't think it really makes much difference what level you are at.
But it exaggerates the difference from a guy who just started playing at a low rank vs. a guy who's already been playing for a while and has both more skill and unlocks.
