I suspect that its actually a visual effect to make the water tower appear larger and/or further away. Since you are not suppose to see it from that angle, it appears straight and a bit further back.

I think its really suppose to be like that myself. I could be wrong, but it shouldnt be too hard to copy/past identical legs.

Or, maybe that truck turned too close and clipped it and the developers decided not to fix it
