Dancing white dots

So i'm getting this wierd glitch when a model meets the ground texture. Where the model touches the ground, there will be white dots going around the base of the model.

-EDIT- Could this be because i'm using a 330w power supply on a card that requires 350w? If so, what power supply should i get?

Here's a pic for clarification, I highlighted the areas with dots:

Could be a number of causes. You might just need to delete the folder in the cache folder, located in My Documents\Battlefield 2\mods\bf2\cache\
It could also be old drivers or dusty/failing graphics card.

could be the cpu or gfx card overheating, could be cause u have a crap psu, or not enough power?

Those are artifacts. Either you have overclocked too much, overheated, got too low power, or the card is dead.

Damn, i have a 250w psu, and my GPU requires a 350w psu. I'm totally new to power supplies, so i have no idea what is compatible with my computer. Here's all the information that was on the sticker, any help is appreciated!

+5v == 22A
+5v(FP) == 2A
+12v == 16A
+3.3v == 18A

DC OUTPUT 250 W

You may have to contact Dell, but your checklist would go something like this:
1. it needs to fit in your dell base.
2. get the wattage right, allow extra for future upgrades.
3. Are your hard drives, cd/dvd drives SATA or IDE?
4. Does your gfx card have 1 or 2 or no power connectors?
5. Does your motherboard connector have 20 or 24 pins?
6. Does your CPU need 1 or 2 motherboard power connectors?
7. Do your case fans plug into the psu or motherboard?
8. Does your monitor plug into the psu?
