How do i make this a nice city? ive got power,water, what else doi need

i can remember basically cheating at that game, i could make some fairly decent cities tbh, with good transport, power etc but it was always a hassle especially with the garbage and keeping everything working
so, Id get a small tile, money cheat it up etc spam the hydrogen plants or whatever they are called (the mega energy producers), spam the garbage disposal stuff, spam the water supplies to the max then create the links to the next tile and leave it at that
the on the tiles around it, buy the power, water and waste disposal on the cheap and use the map for building a utopia
the money was rolling in, just dont load up the utilities tile as I cal lit, money plummets in a second lol
