The server?

From what I understand, it's usually a program, usually an anticheat that checks incoming data before it reaches the server, to make sure its the original files or if they are at least... kosher (in the case of VACS). If not, it kicks the player.

Which is why I ask if, without punkbuster (one of the strictest anti cheat programs) if would then be possible to use custom skins =P

Probably not, it would make all the 'paid for' character customisation pointless.

I remember playing JK2 back in the day. That was full of custom skins and stuff, so if you didn't have the top 50 or 100 almost everyone just looked the same.

But if you were able to make and use your own skins then presumably you'll only see them on your computer..

Yes, unless they are server side. You can do that with CSS, change the gun model/skin/sound to what you want.
