Yea, The Console is always on the servers I play on too. Guys a real jerk, always shouting stuff and spraying colors.

It can be annoying, depending on the rules, but those who pay for the server should be able to do as they like (unless it's a global-ranked/standardized system like BF2).

One also have to keep in mind, sometimes rules are temporary for a change of pace, and/or can also be a response to players who were abusing the system in the past and ruining the server. I have no problem with the GL myself, but you never know what these guys may have had to endure in the past.

If one chooses to look at it as a new or different gaming experience, even wacky or restrictive rules can be fun, as long as they're applied fairly to all players. Sometimes, clans will give special treatment/leeway to their own, which is not fair.
