Yep, they should, but I don't think I've seen a character that Hasn't been customised?
But hopefully they will have GREAT accents.

Frank was really impressed by the concept, gave us a few suggestions (like introducing the Royal Army as the Nationals nemesis, rather than another army we had initially planned)

I read that thing about them changing to the royal army. I'm guessing they didn't want to go back and remodel all the vehicles and stuff. Makes me =(

The other army they had planned was most probably US.

Although the brits like to call themselves THE royal this and that, they are in fact not the only royal army. Obviously the game is based on Allies versus Axis, but there is no rule saying that the royal army in the games is based exclusively on the brits instead of the whole allied army.
All the screenshots I have seen have had fake nationality marks instead of the actual Allied/Axis ones so there is nothing identifying them as the British Royal Army.

The point being that there is nothing stopping DICE from making their Royal Army a mix of the allied forces, since they have avoided naming them after their real-life counterparts

The Brits have a rather distinctive helmet.
In this screenshot it appears to be a mix of yanks and brits.

Sorry, but, there is no such thing as "British Royal Army" since the formation of United Kingdom in 1707. There are Royal Navy and Royal Air Forces of UK, but no Royal Army.
