the story this time is there is some sort of terrorist attack, which explains the fact there are roadblocks, no cars in the other citys (untill unlocked), and the wanted level if you go over. their just road blocks like in gta3, and you can just drive over them. no invisable wall.

^you can drive/walk/ wat ever over/around, instant max wanted level, and theres a buncha cops with cars waiting at the baracaids who shoot at ya

Cars are still on the other islands, there is also people too... you might not have seen any since it was the time of day, or because the police road blocked a bunch of areas...
