The potential winner(s) will be determined in a random drawing on or about 5/5/2008 from among all eligible entries received. The drawing will be conducted by Sponsor. Sponsor's decisions are final and binding. The potential winners will be selected at random from among all valid entries received. Potential winners will be notified by email on or about 5/7/2008.

And in the front page it says:

Registrations entered before 11:59:59 PM EDT April 28, 2008 will be automatically entered into a drawing for a change to win a specially commissioned custom portrait: your likeness drawn by RockStar Games in the art-style of Grand Theft Auto VI.....

So basically you already entered to the contest by registering at the site. But you have to be:
