You're not a target if you bunnyhop, on the contrary you're evasive. If you start bunnyhopping in the open then yes you are a target, but you're a target even if you don't. Obviously you don't bunnyhop when you're behind cover and shooting people from afar, but at close range I find it invaluable to evade shots.
