Server browser vs game-monitor

How come there's a lot more (full) servers showing up on game-monitor.com compared to the server list in the game?

I have the filters set to show all servers, including empty ones and mods.

I would imagin they still have a issue with the game showing up all 16,000+ servers. It would be a good idea if IW scaled them down and had server admins fill a online form out to get theirs to show up on the master server. At least that way they can be rotated in and our and managed properly.
