Won't Save Settings - Also, Server List Won't Update

I have two main problems with Battlefield 2142. One is that it won't save my settings (no matter how many different ways I try, it just won't save them) - it will only apply settings to the current "session" I guess, but once I exit and restart the game, the settings are back to the way they were. I also tried Reset to Default but it won't even save THOSE.
NO settings are being saved. I need to change them each time I go into BF2142.
I have Windows Vista Ultimate, but even while running as Administrator it won't save them.
Is there a place or file I could access to change them manually? I'm fluent with how these types of things work and have already gone through the /mods/bf2142/Profiles (and /Settings) folders checking each file for saved settings. Unfortunately, I still can't locate them.
Also, sometimes the server lists won't update. I'll start up the game and just go to Multiplayer and it will say for a split second "Updating server list" under the Quick tab but it goes away and no servers are listed. The Advanced tab just won't let that notice go away (even after several minutes) and the History tab will work only sometimes as well. It's so sporadic.
Anybody else had these problems? Know any fixes?
