an interesting mod idea

i was just wondering if it would be possible to make a singleplayer mod that actually had ranks. so say, you would play single player and whilst you killed you could achieve badges, ranks and medals and what not and it would be saved onto your computer, not an internet server so those who have bad connection, or limited access (ie schools) can play and have fun at the same time whilst not always playing as a private with the same weapons the whole time, and maybe tweak a few things to make it more realistic?
i have no experience in modding so i just came up with an idea that i think most SP fans would enjoy!
does anybody think this would be remotly possible?

and has this idea popped up in other places and have you already been working on it? or is it newly inspired?
