Mouse and keyboard does nothing to change your turn speed, unless you really, really suck.
Well, maybe it does, but if it's that bad for you, you should pick up a trackball instead
It's much easier, because you can just roll the ball, and get the same turn speed as with a joystick, no matter how low your sensitivity is. If your sensitivity is low, that just means you'll be rolling the little ball around a lot.
The biggest disadvantage is that it's difficult to machine gun jets, it's unstable and hard to hold in the same spot for very long.
