The only difference between any of the snipers in reference to damage are damage modifiers to various parts of the body. The M40 and M21 are identical in that regard, the SVD is a middle ground, and the R700 and Barrett are identical in that regard.
What's the difference?

I understand that Stopping Power inflicts more damage, but does Deep Impact just make it go thew stronger walls? or does it also inflict more damage.Comment

Those are all city maps, and im more into the sneaking around in grass. I like both Pipeline and Overgrown, however, they arent that good because there are so many buildings, and as for pipeline, the sniper spot is the place where you could shoot a pistol shot randomly and kill someone...

Tbh any map apart from shipment can be great for sniping it just depends how u use ure surroundings. Atm im using the R700 with bandolier, stopping power and deep impact. Personnally i still think that the M21 is the best sniper rifle. You can get two shots away before the small recoil kicks in.Comment

IMO the R700 is a really crappy sniper. I once sniped with it and i still am lately, but the recoil on that thing so huge for such a sniper.
For a good allround sniper, i would choose the Dragunov or the M21.
You should choose the Dragunov because it has great damage without Stopping Power and it semi-automatic, so if you can control it's small recoil you can get 2 quick shots on a enemy and kill him in Softcore.
The M21 because it just looks cool and the best sniper in the world Capt. MacMillan used that weapon too!
M21 has absolutely almost no recoil even if you do rapid fire and you can still chase down a enemy. Also in CQC, the M21 can get a quick shot on someone and deal huge damage.
I use the semi-automatics because sometimes you can't switch to your pistol to kill a quick P90 rusher and still have your UAV-Jammer!Comment
