To be able to get Tier 2 unlocks, weapons from the SF addon, you need to have gotten 1 or more points on a 10 minute game on SF.
If you dont own SF a friend can do that for you. but in-game the ranks go as follows, 150 points for Private first class(no unlock), 500 for Private(unlock). If you own SF and bf2 knows this, you will get 2 weapon unlocks every rank that allows unlocks.
However, if BF2 doesnt recognise SF, then you'll only get the One unlock and therefore, no Tier 2 weapons.
And the sniper you're thinking of is the British L96A1 Bolt action :P and yes its very sexy hehe, its the best bolt action there is!
The M95 and L96A1 Both do the same damage to humans, 95, if they are armoured, the M95 penetrates armour and cockpit glass, the L96A1 doesn't, but the M95 has huge crosshairs making it hard to get a kill at long range, it's inaccurate as hell at long range to as the bullet drop is really bad. But where the M95 fails the L96A1 prevails with Razor wire thin crosshairs with accurate windage guiders(movement markers) and with really good bullet drop.
