I haven't tried the voip myself although I really should, this is from the faq here.

    What is Voice over IP?
DICE has implemented Voice over IP in the game, so there's no need for third party software for communications anymore. The Voice com follows the chain of command: Squad leaders can communicate with other squad leaders and with the commander. The average grunt will only hear his own squad.
Have you tried joining a squad ?

Does the Green icon show up implying that VOIP is activated when you press "B"?

Test it in sound recorder or something to see if the mic works. (It may not be a BF2 problem)

                Here goes

Open Device manager ensure the device is working correctly - reinstall or update if the sound card is not working correctly.

In Vista open Control Panel \ Sounds. Under the Speaker option Levels tab check Line-in and Microphone are 100%.

Also what sound card are you using. If it is Creative you may have to run the Creative Audio Console and enable Microphone Detection.

                Run BF2 VOIP utility again.

Go though Sound options and ensure that is is selected as the Default Device. You can also use the Audio Configuration tool that comes with your sound card to do this.

Increase the Gain (Levels) to maximum and enable the +20db boost option.

                        See where this takes you.

guys, he already said that sound recorder and external tests worked. The problem seems to be BF2 chat-specific.
I have the same problem, except I can't chat in-game or through xfire. Sound recorder works though.

                            Try this

                            open my documents\battlefield2\profiles\BattleCommoDefault UserSettings.con

Check if any values are in the file should look something like this:

                            Code:
                            1
                            1
                            0.943177
                            1
