        Oh boy, nice question. I suggest reading those forums that Rhino linked you, making a mod isn't exactly the easiest by yourself, ontop of no previous exp in mod making, but if your up for the challange, go for it!

              A lot.
              That assumes you want to create a big mod like Project Reality or PoE2 with new maps and new static objects. You can certainly create more basic mods with one person. At the most basic level you just need to create a new folder under the mods folder with a minimal set of files (I believe the editor does this for you but you can also do it manually) and then start changing things. Take a look at FFOLKES' or wolfi's unlock mods for examples.
