Commander and Points

When you go commander and you kill someone do those points add to you total points, aswell as if say you get a reveive do those points add????

No. When you're commander, you do not earn team points or combat points, only commander points (which you don't directly earn, but rather are earned when your teammates earn points).

You do, however, earn kills for your kits. Just not credited with combat or teamwork scores as TheRealWolfgang mentioned.

You also earn the kit time as well as vehicles so commander benefits a lot more then you think.
