UAV jammer stops you from being seen when the enemy gets a 3 kill streak and uses their scan. It has nothing to do with whether or not you are using a silencer. So to anwer your question, yes.
To answer the question, UAV Jammer only works when the enemy has their UAV online, so yes, shooting with a Non-silenced weapon while using UAV Jammer will still put you on their compass.
