Airstrikes are practically useless on many maps. Now, if the game had a destructible environment, then I wouldn't mind increasing the AS and Chopper support kill requirements.
If by skill you mean grab an M16 or sniper rifle and camp far from the action so you don't die and eventually get five kills, then I guess so. Or maybe you mean load up with three nades and toss them at spawn points and UAV red spots so you still get the kills, then maybe that's your definition of skill too.
I have done both and had them done to me. Right now it is extremely easy to chain airstrikes and helo attacks, especially if you play in large games (e.g. 20+ people). If players are cautious, conservative, have decent aim and anticipation then their team can have air strikes/helo's going almost the entire match. That is utterly ridiculous and would never be taken seriously for any type of high level competitive gaming. And we haven't even discussed how random helo attacks can be or how you can still get bombed while taking cover inside a building.
Increase the number of kills needed to activate an air strike/helo, or at least put a cooldown so they can't run practically nonstop.
I think that air strikes and helicopters should be disabled on a few maps. The one that comes to mind immediately is Shipment. For me, it's just not fun spawning to immediately die because a helicopter owns me as soon as I appear.
I agree that they should increase the amount of kills needed. On that same token (playing devil's advocate here), how many new players get 10-15 kill streaks? I think the reason they are so low is to allow newer players the chance to use them.
With that in mind, maybe the best answer is a cooldown? Perhaps the player if a player tries to use one while it's on cooldown, they renew the UAV instead? I'm not sure, but I agree that at times it can be extremely overwhelming and for lack of better word - gay.

I would say thats skill. More skill than runninng around like a chicken with its head cut off, jamming down the trigger of your LMG, hoping a bullet hits somebody.
Not my fault that I like to steer clear of the buffoons that disguised themselves as my team, and out-flank the opponent. How dare I incorporate real-world tactics in a video game!!!
It's just like one guy here said, there'll be a new "noob weapon/tactic/perk/ect." right after everyone has forgotten about the old one. First it was the GL, then RPG X2, then X3 frag, then the P90, now this.
IMO helis are a lot easier, the moment I hear the announcement of an enemy heli I head for the nearest MG post. Good placed airstrikes are just devastating because you never know exactly where they will hit until the first salvo (which is often the most fatal).
All you have to do is use common sense, If you are in a group of teammates.. It's probibly aiming right at you. Same thing with BF2, you hear the arty and you look on the map to see exactly where you think the commander would use it. Assuming he wants the most points, he is going to aim it right at the most amount of people.
