I i turn EAX off and put my sound quality on medeium instead of high, will that improve my fps?

It should help. FPS and sound are related a lot here, higher FPS = smoother sound (for FPS between 0 and 40 or so) and less CPU usage from sound typically results in higher FPS. If you have a sound card and run BF2 in hardware sound mode, there is absolutely no point, provided all the processing is done on the card, which is usually the case.
