Incorrect, an exclamation mark appears only when someone uses the quick chat to say something, or when they use VOIP. There's a chance I might be wrong too though.
Well that was a stupid idea by the developers LOL. Its like your behind a low wall and you get an airstrike, and suddenly there is a bulb just peaking over taht wall, thats like saying "YO YOU LOOK AT ME I'M ABOUT TO BOMB YOU HAHAH" and then the sniper kills you while in the menu.
