You sound well... surprised. I know there's often more servers than this, but think about it - new games out, new patch out, 10:25 is within school time, too early for students, and many people are in work because it's also a weekday.

Lots of contributing factors man, wait until later on in the day and servers will fill up.

1727 servers with 3188 players right now. 160 of those servers have at least 1 person on them. Not sure what you define as "Active"...

10:25 GMT time in Europe is probably arouand 17:25 in Asia. Thats where the party is going on. Wait a couple more hours and you will see the european servers rising :=)
