I'd say those are NOT oil pumps, those are ELECTRIC chargers, for the new "Eco-electric" cars, AND the big OIL companies are hiding or trying to hide/cloak/paint them in crazy colours so ppl would not use them, hence return to oil cars.

I'd uninstall JUST the display driver ( ATI, NVidia or whichever you have ), then reboot in Safe Mode, use Driver Cleaner Pro to clear all the remainings of that driver you had ( registries etc etc ). And then install the latest one...
