Turbo/Fast Boats

I don't know if this is a cheat or something but lately i've seen quite a few people in boats doing this wheelie thing, and sometimes thery go really fast too.
Could someone tell me how this is done?

Well I find for the speed boost if you skim the boat along the land it seems to go faster, But I have only ever seen the "wheelie" boat on wake island and that is because of the sunken plane just off arty island, if you line your boat up just right and hit the tail fin? of the plane your boat should pop a nice wheelie
