Perks like this are automatic. Once you build them into your custom character class, or pick a class with them already enabled, they work automatically in-game without you doing anything (ie. you don't have to press a button to make the reload faster, or shoot faster).

You can't. Multi-player only.

they are perks you unlock when you rank up. Fast reload is at 19 and double tap im not sure of.

There will probably some mods out there for singleplayer that will allow for perks in SP. That would be nice...
