Transport is cars and boats. Blackhawk is a chopter.

That's a wonderful way to piss off your team.
I'd sure as hell TK a commander that sits in a tank when I could be using it to help our team win.

Yeah, that's the quickest way to a mutiny on any server I've played on. I've seen commanders kidnapped for less.

I'd rather have my commander in a tank at airport on kubra or dragon for example. Unless another player is willing to just sit there and wait :)

Commanders shouldn't be restricted from any weapons and vehicles usage, let alone kicked for it. Weapons or vehicles restriction is against ROE. However if someone else requests the vehicle, they should release the vehicle.
Anyway, the rule "no fighting commander" that some servers have is bullcrap. Not everybody is mentally slow not to be able to command and fight at the same time.
Back on the topic, the time spent in the transport choppers DOES NOT count towards transport time. Only the time spent in jeeps/buggy, vodniks, boats and APCs does.
