I suppose you could be right or wrong, depending on your perspective.
It's quite easy to determine whether or not someone is fulfilling his duties in the chopper: is he destroying armor and helis? You can usually tell by how many frags the crew/person is getting in a set time: anything less than a specific number, and they aren't/he isn't performing, at which point I take over when possible.
I work with a meritocratic system in mind, so better players get first dibs. Of course, it's actually quite rare I'll come across another like-skilled soloer, pilot or gunner, so that's not usually a consideration.
In reality, when I come across another great heli player, I double-up with him. It just doesn't happen very often...
