I used to mod for wolfestein, I stayed away from bf2 as I heard it was more difficult.

Bf2 modding on a scale of 1 to 10 ( ten being hardest ) i would rate it 7/8 mo, tweaks and so on are ok but it is a pain the arse.

there is beetlesmod and sm has something but it seems very buggy
beetlesmod seems the way to go with lots of options class restrict alter spawn times and so on....
oops, i reread, you asked about tools
