Does anyone know of a way of putting Lighting on low but still having Dynamic Shadows on?

Like it's done in Duck and Cover.

What program did you use to edit the video?

Looking for some decent freeware video stuff and have tried a couple but not liked them too much.

Just use VDub to edit your videos since you can literally go frame by frame.
