If I want the Combat Infantry medal do I have to wait and get veteran AT (the only one I still have at basic, and have like 14:38 in time). Or can I get it and still get the Combat Infantry medal which I need 46 more hours for.

You only need the basic badges and 200 hours of playing time.
You need the veteran badges for the Marksman Infantry Medal plus extra 100 hours and the medal you are talking about.

for the combat infantry medal it does not matter which order you get them in but you need both all the medals and hours played.

So I can still get even though all my badges are veteran instead of basic?

Yes. Than just put in extra 100 hours and you'll get the Marksman medal too.
