Not getting my next rank?

Hej, I'm new to this forum, but i will start with a question.

I want to know why I'm not being promoted from Master Sergeant to First Sergeant. From what I can find out you need only the basic combat badges. I have all of them, except the aviator. You can look at my stats here :
