Yeah, your playing on the wrong servers. Try the "Team America" servers, they have good admins, there aren't that many cheaters and they have a lot of servers.
What I usually do is, if I play on a server that is good (good admins etc), I will add it to my favorites list, and i've got about 2 servers for almost every map so far.
I have to admit, there are a lot of hackers and noob players/admins, but you really have to go over it, if you come across these servers, simply disconnect from the server and find another one.
We do have posted rules on the loading screen. Obey them and you should be fine.
As for there being an epidemic of cheaters, I highly doubt it 18 months ago and I doubt it today. Some people are ridiculously good.
We are a member of PsB so our servers keep out rougly 6000 something cheaters that have been caught, but I rarely run into someone that I find suspicious.
People on the east coast get 9-50 pings. Pings of about 100-125 for Europeans and 75-100 for West Coasters.
Its a 64 player and the only 2 rules are no flying commanders and wait in line for vehicles. (Besides the normal stuff like no hacking, being a jerk etc.) You can attack anywhere and no admins (to my knowledge) have ever kicked for being shot or had a vehicle stolen from them.
No, I don't mean TotalBF2, I mean BF2 as a whole. No matter how many nice civil minded and fair players there may be in this forum, you are outnumbered by the legions of assholes that play and control the games servers.
16 months ago I left this game because I couldn't spend a single round in a server without being abused by some raged admin, or cheated on by some degenerate loser. I come back and in the past 48 hours I have been reminded why this game is absolutely worthless.
It seems now there are far less cheaters, which is nice, but their ranks have been filled by admin after admin whos ingorance and abusive nature ruin my gameplay.
Kill an admin ..banned
Get in a vehicle before admin ..banned
Report a player who breaks posted rules ..banned ..that player happened to be the boyfriend of admin
This game is a joke, this games community is a joke. Before i break my CD in half to rid myself of being around the most pathetic people in the world I'd like to ask if there is just one server out there not infected with such scum. Responses of IPs of servers is appreciated.

but your right i've been done that way by alot of admins, thats when i remmeber the site & dont go there anymore. there's alot of fair ones. example i jujped on one the other day & i got a jet before this guy who was allready standing there (first time i'd been on this server) well he TK's me & says "i was here first" so i called him a jerk & asked why, admin said "first on pad is next in lline" so i said oh krap i didnt know or i'd followed the rules, so admin says NP just read, which it'd happen like when i first spawned i reallly diddnt have time to read, anyway that guy tk'd me again & i said "was that one on purpose too?" & admin booted him so fast he couldnt reply. so there' s good admins, alot of sucky ones, before you break ur CD give it to somebody who will play without expecting everyting to be rose'y on every server cause its not!
I doubt there's a multiplayer game out there that will meet your expectations caue its same on everyone IMO
