Hmm. well I have a pretty good idea for a mod, and when i say good, I really mean good, but I really dont know how to make mods, What programs would be useful for making a mod?

the BF2 editor + alot of reading at the BF2 editor forums

for modelling I would suggest 3d studio max
for texturing I would suggest photoshop
for coding I would suggest crimsonedit (its a good text editor)
for making a BF2 mod I would suggest prozac and vallium in steady doses
