Just a week ago I saw a guy doing the same. Although I remember he hovering a bit higher over the ground. I was like WTF???

I've seen this. It usually happens when someone dies with his kit far away. When you revive him he becomes a zombie for some reason. Sometimes he doesn't even come out of prone, even though he is standing on his computer.

Its just a bug.

Funny you should say that, I got revived once and had something similar to that. I was in the middle of prone-diving, and when I got revived, I would move everywhere by dolphin diving (automatically). Then an F-35 came and bombed the **** out of us.

That zombie bug happens when you revive someone from a distance. Go up and revive someone from 15 or 20 feet, it works ...had about 7 guys running around an IO Karkand like that once ...funny as heck. But this bug is something new, I have never seen that before. I was WTF from just watching the video, and have never seen it in play. That could really come in useful, if being able to stay hidden and move around wasn't enough, you might get a few kills while the enemy is watching you going, WTF.

Your all wrong. Its accually an old video. Back in the olden days of BF2 there was no delay from crouch to prone ETC. So you could in essence "hover" like this guys is. However, noone is that fast as the guy in the video. It was most likely a macro he was using.

Still funny to watch, not as funny 1 vs 1.

I had exactly that bug happen to me, like they say, from a revive. It would prone up and down, but not fast enough to look like a macro as seen here.
