just delete it off your steam list, right click it in my games and click delete. Then redownload xD

Yes, if you haven't done it already that will work fine. Once you buy a game on steam it is licensed to your account forever, so you can delete the local content through steam, or manually, or install steam on a completely different computer, whatever you do as long as you can still log into your account you can play Gmod 10.

i done it, but i wanted it to be a fresh install of gmod, all my addons are still there

delete the local content from the steam list by right clicking and deleting it. then go to the Steam folder, go to SteamApps, and delete the garrysmod folder. then redownload. that would make a clean install.
