he is giving us a solution to a problem solved long ago, The file he is talking about is the external folder in the menu folder, Where if a mod correctly makes that should be the only necessary folder in the menu folder witch yes has the cursors and are not to be confused with the in-game cursor as that is stored in the atlas and the atlas is created by the dice texture tool with command prompt using all those images.
there however have been cases to when the default cursor doesn't show when playing in a mod missing the external folder, This is random though if and only happens for some people because BF2 should export the default cursor if the mod cursor is missing
so for all the newbies when you edit the menu client and menu server your only editing storage files for that image, The game does not use these files they are for the dice texture tool to create a atlas witch is a big DDS file with all the storage files on it. the game uses the atlas!!!
AND REMEMBER KIDS THOSE WHITE BLANK FILES ARE ALPHA ONLY FILES! SO DON'T DELETE THEM!
A Alpha channel is the transparency channel it defines what should be shown and what shouldnt black transparent white opaque and shades of grey
