Ok, now that I've made Lieutenant General, is there anyone who knows exactly how General is achieved? They say it has something to do with having the highest rank of the month but this can't true b/c there are about 80 or 90 Generals out there and the game hasn't been out that long (not to mention that the officer ranks have been around a lot less than the game itself).

So, how is it done?

P.S. Don't tell me to search or to go to UBAR. It ain't there definitively.

top 50 3 stars for the month. That exact information may not be on UBAR, but there are a lot of pages that cover it as well as a lot of topics in various forums.
