Vars.Set fire-delay-after-jump 0.0 located in "/mod/Objects/Soldiers/common/Common.con" should do the trick if I recall correctly.

Hmn, I looked in the mod folder and this is the right place to find the file..
...\Battlefield 2\mods\bf2\objects_client
and there you find the file common.con and open that.

In that file you can set the delay to 0.0.. Default in bf2 (v1.41) is
Vars.Set fire-delay-after-jump 0.7
(I have not tried it myself, but atleast I found the file)..
